This animal would be able to be tamed like parrots and can sit on your shoulder but the difference between the two would be that the owl can deliver signed books and but in the authors space you would write the name of the person you would want to send it to

There should be different types of owls for different biomes; for instance, barn owls in plains biomes, burrowing and elf owls in dessert biomes, saw whet, barred, spotted, great grey, great horned, etc... owls in taiga. They should be tamed with raw rabbit, and be neutral and deal the amount of damage that depends on the species (the bigger the owl, the more damage it deals.) You should be able to make them sit like parrots too. If they get hit, then they should fly up high and then dive and hit the player once, then retreat to a higher spot.
I love this idea, but I think it should be any item, not just books. You could send them to another player, or maybe to specific coordinates?
Their inventory should be extremely limited. Maybe just one slot, but I'd say no more than three at the most.
Carrier pigeons would work too.
The only problem I could see is chunk loading. Maybe instead of having them actually fly, the game could estimate how long it would take for them to do so, then have them appear wherever they were sent at that time.
I love this Owl scroll messenger idea but I also support the non-pet policy of Mojang (no animals can be pets that are not actually pets in real life). What if with owls it wasn't an "ownership" relationship but something more symbiotic. Player could plant a certain kind of tree that owls like as habitat, and then player could "ask" owl to deliver a message in exchange for a golden apple or several rabbits or a "golden rabbit's foot". After message delivery the owl returns to a non-tamed mob state.
I really like the idea ! But I think it's sad that they would only be useful in multiplayer. Plus, the chat is already there to deliver messages, even privates ones. I agree that owls would be a nice way of communicating, but the chat is still the most efficient way of communication in multiplayer.
I think we can find other ways to make owls useful in minecraft. For example, they could spawn in giant tree taigas, and in order to gain an Owl's trust, you would have to feed it a certain amount of beetles (a new food item that would have a chance of dropping when mining naturally-generated mossy cobblestone, it would only give one hunger point, but would be very useful with owls) and when it trusts you, it would follow you and sit on your shoulder for a while. During that "trusted" state, the player would be granted the "Owl's Watchfulness" effect (a dolphin's grace variant) that would give you night vision, speed effect and highlight hostile mobs around you, but this effect would only be active if it's night time.
Also, in real life, Owls can't digest hair, bones or even the exoskeleton of the insects they eat. So sometimes, owls vomit what we call a "rejection ball" (the same way that cats vomit fur balls) that contains everything they don't digest. Owls could drop those once in a while, and you would have a chance to find beetles wings in them, that could maybe be prized by a certain type of villager ? I don't have another idea of how this item could be useful.
Or be able to attack mobs like how phantoms attack. Maybe different owls attack different.
For example. Great horned owl have one swift powerful attack but a tawny owl has quick rapid attacks but not as strong
