In order to balance out how much harder mending will be to get maybe the rates at which the enchantments spawns in deep dark cities and dungeons could be buffed?

I would say in addition to the wandering trader trading rework, his spawning rates should be reworked aswell. Make them more likely to spawn near players that trade with them more often, or chucks ...

Why should it not oxidise in the end? Making it oxidise faster on the nether would devalue organic oxidised copper
