These waves should be able to move you around, move items around and should only spawn in areas where its deep.

What do you mean by waves? Will the water rise and fall? Will it just be graphical? We will be able to turn it off, right?
I love the idea of waves. Its just a little too big of an idea , If everything is square in Minecraft.

Waves would add some lively appearance! I agree with another person's response that the waves should break near the shores, not in the deep.
If anything was going to happen in the deep, it would be swells, which I think could look cool, but I really question if it would be worth the potential trouble (like driving boats through a bunch of fluctuating water blocks...).
Curling waves would be cool for sure, but I would even just be okay with a whitewash effect that pushes you around some like flowing water already does (or like how dolphins do). Something simple, visually peaceful and lively with a slighty fun motion mechanic.
Cherry on top:
In locations where a wave (whitewash) meets a block that is greater than level with the water (Z+1), it would be cool for a small splash against the side of the Z+1 block... like waves hitting a coastal rock wall.I don't think this could work realistically or at least wouldn't ever be worth the effort for a region stuffed of unique features already.
The reason why is that deep ocean biomes can be hundreds of blocks wide and across so if you were to add moving wave blocks, the number of block updates could be in the 1000s; way too much for Minecraft to realistically run at a decent fps, this works in mods before 1.13 since it only occurs sometimes along the coast and can still be wayyyy too much for some computers.
If however if it were an entity it would have the potential to look better but again, it being essentially a mob but again, entities are even more processing power intensive and would cause problems with the mob cap too.
This leads to the only feasible solution: particle effects. The only thing that would be remotely possible to run would be 10 or so wave particle effects per chunk. This couldn't actually interact with the player but would simulate a current that changed through out the day in deep water biomes. This is already kinda bad and probably couldn't look particularly good.
That being said, why tho? It's not very necessary and I don't think that it would add to the game, even then you would have to argue the hundreds of hours spent on a feature in a place that got one of the biggest updates yet very recently was the best choice in place of a Cave or an End update.

I don't know about only spawning where the water is deep, but this should definetly be a thing!
also if this was a feature then riding a boat will be much more exiting.

They could just be made of regular water, rather than being an entity, and maybe just spawn in ocean biomes rather than where water is deep.

This is a great idea! Another way it could work, is that there should be tsunamis sometimes.

Cool idea, but would need to have only a minor effect on movement and would need to spawn near the coast, rather than far out.
Yes! They should appear in thunderstorms and have the potential to carry loot, or a map in a bottle that would wash up on the beach and could lead to treasure!
Can you please add surfboards too! Can you let the idea of banners to decorate them too.
Maybe they can do this by not having the ocean be a completely flat water body? I'm not sure about large hills of water or something like that, but water current not being constant could make for some fun and difficulty in exploring oceans.
Waves can delete/Crash boats
This would be so cool as a part of a seafaring update! I'd love to see waves implemented as entities; that way they could push you around a bit, and make voyages more immersive. Maybe you could "ride" waves on a boat to shore for a little bit of a speed boost.
Maybe smaller ones could crash along shores. they could also have a sound. I can already see people just relaxing on the beach, listening to the waves.
