Why not just make it by adding a single gold ingot in a smithing table? If all it does is stop Piglins from attacking you it shouldn't cost a wopping 4 blocks.

The Nether is supposed to be smaller than the overworld by a lot. Plus, it doesn't need to be bigger because already most players will never be able to explore all of it.

Probably only in the Nether. Like an equivalent to the Mushroom Biome.
