As they aren't illagers (assuming they do not resemble villagers) they should not be hostile to villagers, or if they are, they should also be hostile to illagers.

I think they'd stay apart from the other piglins, but they wouldn't attack each other. The nether shamans might simply be a variation of the piglins. They would also interact with zombified piglins...

How about living items for the new mob, like rare flying books, self-sailing boats, and mobile minecarts? The boats and minecarts would be obtainable, but they would still move on their own.

I would put it at level ([height limit]+25) so it is only achievable via a TNT launcher at height limit. I would keep the bubble bar, however, as it is so high it won't bother anybody.

How about you build it (like the wither) using 1 soul soil in the middle of 26 slime blocks. (a 3x3x3 cube) It could be a magma cube if you use magma blocks instead. There could be other mini-boss...
