They're actually in order in the alphabet and then their levels. If this was added in game, it would be hard to find the enchantments that you would want.

Just because it has stone in the recipe doesn't mean it should turn mobs into stone.

That doesn't really make any sense. How would burning a Zombie Head turn it into a human Steve Head?

I know that there's logic in the game but it doesn't have enough power to push one back when released. It's just my opinion.
