Bedrock doesn't have advancements which grant functions as rewards. And this suggestion only applies to Bedrock, as Java already uses a single gamerule for this purpose.

Why would they add a command "for mobile users" when it's already implemented? That's like adding a command to toggle perspective

This sounds good in theory, but in practice it disrupts the consistent rhythmic nature of placing blocks. You end up placing more than you'd expect, since all items have a placing rhythm.
