Minecraft has a lot of blocks, but what if they had more? Why do we need them? Please don't just add lists of things - these will be marked as spam and removed! Also, no furniture, guns, or vertical/"sideways"/"upright"/"standing" slabs (yes, we see you).

    Another idea instead of using up durability in order to get the timing right the more time you take using the effect on the cloak the more the effect will run out overtime causing you to lose the effect from using it instead of the cloak.

    It should patterns similar to the illusioner's cloak, with you being able to dye it different colors. That or you could put banner patterns on it either by crafting it with a banner or being able to put it in a loom.

    Only one problem: in the java edition of minecraft, you can't have potions in cauldrons. I know that's a feature in bedrock, but not in java. I still think its a good idea, but maybe you could splash a splash potion of the potion you wanted onto the item on the ground of a cloak. Or, maybe do a crafting recipe for it? Anyway, still a great idea, you have my vote

    I think this could be balanced with 3 features:

    1. It's an uncraftable treasure item
    2. Like elytra, it is worn in the chestplate slot but has no armor points
    3. Only certain effects can be applied (e.g. speed and jump boost, but not regeneration), or the effects have a strength below level 1.

    On the design end, I would love if the cloak took on the color of the applied effect.
