The current method of enchanting is heavily luck-based, and the current system of villager trades is overly powerful and tedious to deal with when using an anvil. So, I've come up with a suggestion that bridges the gap between luck and grind.
Instead of directly enchanting tools and armor, you would use an 'essence capsule' that accumulates knowledge as you use it, akin to a tool-specific leveling system.
In the enchanting table, you would place the tool along with a full capsule to enchant it to a desired level with a chosen enchantment. For example, if you want to enchant your pickaxe with Unbreaking, you would need to insert the pickaxe along with the capsule. For lower-level enchants, only the tool and essence capsule are required. For higher-tier enchants, you would also need an 'Expertise book' specific to that enchantment, which can be obtained through trades or found in various locations.
With this system, you would need to use your tools for longer periods, and their effectiveness would scale with enchants, rather than being directly applied. It's more akin to a skill tree for tools. Also, repairing the tool will no longer remove the enchantment.
