Skeletons and Illagers have a short line of sight, so we can see them when they're still. In addition, there are also invisibility potions and mob heads.

Yes, but it must be properly implemented. The cart and horse must be separate physical objects, otherwise the whole structure will levitate ugly on the edges of the blocks.
