I'm pretty sure the reason they have such limitations is because they game wouldn't be able to handle loading that many blocks at once.

I disagree... I think having to use tropical fish seems more unique. Since Axolotls are uncommon creatures (at least in real life) it would make sense you'd have to use an uncommon-ish fish to tame...
