Attaching Banners may simply place banners where ever the arrow hits. I suppose all blocks could be attached and then shot to make builds, but I'm not sure I want that

Adding a phantom membrane may make it so it can pass through blocks. It may only affect slee deprived players. It could also track sleep deprived players

Attaching slime balls would make the arrow bounce on blocks until it either runs out of momentum or it hits a mob, although it could still bounce off if it hits a mob. Magma cream would do the same...

Adding gunpowder or tnt could make an exploding arrow, although personally I would just prefer it if there were dynamite sticks that could be thrown or launched in a cross/bow
