Along with having light brown wool, I would also add light brown dye, so that this can be applied to all dyable blocks and items.

I'm pretty sure this is already how it works. You make an item glow at a light level of 5, and in the darkest areas it will glow at a max level of 5. But take that same block and put it in any ligh...
