How about a second skybox that shows when looking through water? Also, changing the biome fog of the oceans to have slight flutters of movement to make it seem like there is more life there.

Don't nerf the rails, they just need a way to actually attach minecarts (or have the minecarts push each other)  so that you can mass-transport items while at the same time transporting yourself.
