Wouldn't it be much easier to just build an air pocket wherever you need it, otherwise you'll be making constant trips to the surface, or using up lots of water breathing potions. Doing that solve...

I'm genuinely wondering why underwater redstone is needed. Wouldn't building around the redstone be just as effective.
