There should be all colors of hibiscus and they should grow on skinny 2 block tall trees. The flowers could be sheared off to be used as decoration or cooked and eaten.

As for lingering effects, holding up the cloak could help you walk or at least inch your way through them. This could be used against lingering potions or dragon's breath.
