I don't think coal makes sense in the nether. The Nether has too much heat and fire for coal to last long. Also, the Nether already has fuel in the form of lava and blaze rods.

Because not everything needs or should have a block form? If they are a thing, gunpowder blocks should have unique properties rather than simply existing to compact gunpowder.
