Not everyone celebrates the religious festival of Christmas, but many people of various backgrounds do not celebrate it for a range of reasons, including Jews, Muslims, some Christian denominations, and many non-religious people. For many, it is hugely important not to celebrate it.
Having Christmas elements (i.e. chests looking like Christmas presents, etc.) added to the general game as a non-optional feature is not inclusive to those who don't celebrate it, and would be a bit like having elements of Hanukkah, Ramadan, Diwali, Beltane, etc., added to the game during certain parts of the year, regardless of whether or not people wanted to celebrate these. Same for other religious celebrations of selective groups, such as Easter, Halloween/Samhain, etc.
It would be more inclusive to have these as optional, so those who want it can still have it, but those who don't aren't forced to have it. This would respect everyone's freedom of beliefs, and everyone would have the option they personally wanted to choose.
