Fog. A slight atmospheric layer, or an unpenetrable wall. Depending on the biome, blocks that generate and destroy it, and time of day.
Swamps will be swampier
Caves will be more dangerous.
Torches will increase in value.
But how exactly will it work? Blocks can have a fog creation and destruction rate.
Removal: Light destroys fog, so night fog will dissipate in the morning hours. Torches can clear caves filled with fog. Lava removes it quickly, marking caves with it close by. Fog is attracted to light and heat, as it flows towards the lowest fog density. Lanterns provide more light, but the flame is sheltered, so its less effective.
peristence: Fog slowly flows downward. It can fill up U shaped caves, making it really hard to see, before being cleared. The biome can influence the persistence value. Fog stacks, with the lowest level being barely visible, to the highest having almost no visibility. Fog flows smoothly, unlike water. When a fog block moves it picks the new location and then plays an animation, moving itself there slowly.
creation: water and moisture in general. Grass blocks and trees at night (or in shadow during the day). Creative mode invisible fog spawners(and fog sinks). Plants on fields. e.g.
thoughts: Fog would probably need many density levels to make it look good. There surely can be algorithmic trickery to not be too calculation intensive.
conclusion: A mysterious atmospheric enhancement.
