Building on the Nether roof promotes gameplay creativity, fairness, and technical abilities.
Players who play on Java Edition already can build on the Nether roof. If building on the Nether roof were a possibility for Bedrock, then it would make gameplay fair across both platforms, giving the Bedrock players the same creative and technical opportunity. In addition, the Nether roof is a great location for large farms and transportation systems (railroads) and mob-proof builds as there is a lot of space and no natural mob spawns.
If anyone has access to the Nether, they have access to the roof; it's not something that all people can obtain without trying or wanting it, so those who want to build on the roof will take advantage of it. It fosters more technically inclined building efforts without reducing survival gameplay options. For those who don't want anything to do with the roof, they can pretend it doesn't exist.
In addition, allowing builds on the roof does not add any downsides to the gameplay because it expands possibilities. Instead of forcing players to only acknowledge what is possible for gameplay within the standard Nether boundaries, it opens another realm of possibility while allowing the other realm to exist for exploration and survival gameplay.
Building on the Nether roof expands player options for creativity and efficiency while fostering technical abilities and keeping Bedrock Edition aligned with competitive gameplay advantages as seen within Java.
