Instead of Drowned losing the ability to drop gold in 1.17 in place of Copper, Skeletons and Strays should be given the ability to drop Copper Ingots instead while Drowned retain their ability to drop Gold.
Gold is currently tied to the sea between the Gold Ingots Drowned Drop and the Ocean Monument. Having Drowned drop copper instead makes no sense as there is nothing to tie it to. Skeletons and Strays dropping Copper ingots however can make some form of sense. Drowned are Atlantis themed to an extent and drop Gold Ingots due to that reason (As well as being partially preserved due to the water) with the idea of being tied to crystal (Prismarine) and conductive Gold. Zombies can be recently dead for one reason or another and drop Iron Ingots due to that.
Skeletons and Strays there is no telling how old they are, and can be from an older time potentially, especially Strays being frozen skeletons if you will. Giving Skeletons a 2.25% chance to drop a Copper Ingot on Death, and a Stray a 7.5% chance on death would make sense. This would incentify people to hunt Strays and Skeletons more and add to the mob's character, not to mention incentify people to use powdered snow to convert Skeletons into Strays.
