Pretty self explanatory. When a cauldron is fully submerged (at least three water sources being above the cauldron, searched for in a 3x3x1) it should fill up with water. It's a small detail, but it makes sense. If there's empty space, liquid wants to go there. They should act similarly with lava source blocks especially since Lava Cauldrons were added into Java for parity's sake. It would allow for players to make much nicer looking infinite water sources, allowing the player to detect when a cauldron is empty using a comparator, which would cause the cauldron to become submerged briefly, and then when it's full take a separate comparator to push the block back out. There's probably at least a few more technical applications to this as well. I imagine it wouldn't be too hard to make a cauldron flying machine that can clear out areas of water, or collect lava en-masse in the Nether.
