Cauldrons should fill up if they're underwater.

    It should probably also be noted that the top of the cauldron would have to be uncovered as well, so if there was a trapdoor or a glass block etc on top of it, it obviously shouldn't fill up!

    I don't think it should need to be fully submerged, Rather just have the liquid flow over or sit directly above the top of the cauldron. Would also be neat it the smaller bits of flowing liquid could fill it in gradual increments instead of instantly like a source block or having the fluid fall directly into it. In combination with comparators I'm fairly sure you could use this mechanic to make redstone clocks.
