Dummy Status Effect

Much like the scoreboard "Dummy" The dummy enchantment would do nothing.
Its simply there for those who have command block's that detect Effects and would not like to give an effect to someone.
There's no reason not to have the option.

    This would be so useful for map makeing, if they acted like normal potions just no effects done by the game, cause you would be able to test for it and then run commands on the player, and have the effects show up with the potion effects
