Like emeralds only generating in mountain biomes this would be specific to mushroom isles or swamps, a specific larger cave system that would generate with mycelium and would have bioluminescent mushroom blocks and perhaps even structures made with mushroom blocks. Like houses The glowing mushrooms found there would be specific to below y level 30/40 or so, they could function similar to the way sea cucumbers work now as a toggleable light level but can only grow on mycelium or bone blocks. This gives a unique use for the bone block and keeps with a decaying theme, perhaps the glowing mushrooms can be fed to a standard cow to turn it into a mooshroom. Some other mobs that could be added to spawn in this biome are passive snails similar in size to endermites and silverfish but these can crawl on vertically, to control where the mobs can and cannot crawl would be by using specific blocks like glass or glazed terracotta. The snails would be passive and only become hostile to players that attack them like pigmen or if the player has glowing mushrooms in thier inventory. This would add to the fun of digging and mining, give players another reason to go underground and offer some creative uses for things currently in the game. Yes there are a lot of ideas in this but a biome should be diverse
