my idea is somewhat different but a lot simpler: don't give a simple A/B choice, but provide a spectrum of choices in between but with simple mechanism, so I suggest adding a new enchantment (could be called nimbly or something alike) for weapons to reduce the cooldown/recharge time, but we don't necessarily need to change the punishment numbers for non-fully charged attack.
for instance, level 1 - 4 would make a weapon's attack speed 2 - 5 times faster respectively, and a special level X would make the recharge instantaneously (or at some maximum speed). thus, a sword with level 4 enchantment would have attack speed 8, which is almost as good as the old combat system for most people, and if that's not good enough, they could get a level X enchantment.
the numbers I gave are just for demonstration. they need to be carefully tweaked of course to keep the combat fun. the level X could simply be level 5 (combine two level 4 to get), or we might want restrict the level X be only found in generated loot chests or fishing (like mending).
