I had a similar idea. Here are the adjustments I would make though.

    Using a Fletching Table:

-Craft a Quiver our of 8 leather ('O' shape)

-Base quiver can hold 1 (64) stack of any arrow type.

-Add iron ingot (within Fletching Table)=Iron Quiver: 2 stacks

-Add gold ingot (within Fletching Table)=Gold Quiver: 8 stacks

-Add diamond ingot (within Fletching Table)=Diamond Quiver: 16 stacks

-Add netherrite ingot (within Fletching Table)=Netherrite Quiver: 32 stacks

If they do add it, it should be in the chestplace slot

What if they nerfed the arrows which can only stack up to 5 and you need a quiver to have a 64

Considering the huge array of arrow types and having only 1 offhand, a quiver would work still in function. Even if they chose not to add it, they should at least make it to where you can use the arrow types from a bundle or shulker box similar to a quiver to take that items intended usage and expand upon the items we already have.

Though including it at a bundle like storage item for arrows only would work so you can have them go in there and order them by the playstyle you use as an archer.

What if arrows could be broken overtime, and arrows could only be in a stack that have the same damage level, upgrades, effects, ect. Skeleton arrows could be collected and repaired. The quiver would be useful because there would be many different stacks of arrows, and unlike the elytra, you could wear it with armor. You could also upgrade arrows to improve their speed, damage, knockback, distance, appearance, ect.

Would work but with less space, maybe 3 slots

In fact, the quiver was added to Minecraft's indev version, but unfortunately it was quickly removed. Moreover, the bow of Infinity enchancement completely solved this problem in the later stages of the game, so I think it is unlikely that the official will adopt this suggestion.

It should probably be crafted with the new armadillo scutes and copper ingots.

Since Mojang is adding the Bogged, there’s another natural way to get a different type of arrow. so far we have 4: regular arrow, spectral arrow, slowness arrow, and finally the poison arrow. Or maybe that you can use arrows in bundles. I am not going to be that specific to allow for creative freedom on Mojang’s part, I just want to highlight the increased necessity.

I think a better way to do this would be to make a specific inventory slot next to the offhand in the GUI that holds arrows, and in order to shoot arrows they must be in that slot. Great idea if implemented this way.

quiver.. now with bundles about to be added, quivers could work similarly to them, accepting only arrows however, and having capacity of at least 128 items (AKA 2 stacks worth of capacity), letting you having several different arrow kinds, arrows from quiver should either be pulled by bow/crossbow in random order, since IRL would be hard to pick from quiver just that first arrow, or in some order, oldest or newest arrow in quivers be used first, but first arrows used would be out of quiver, so you can store arrows in it and put jsut out into inventory or even offhand to specify prefered arrow, while newly picked arrows from ground be either automatically prefered to be put in quiver or requiring manual interaction as bundles do, maybe enchant or set up quivers work one or other way, maybe fletching table, making setting on quiver if to pick arrows automatically and in what oreder being pulled out.. at elast having that use too, maybe quiver start with single stack worth capacity and upgraded in fletching table to higher capacity even, rather than using enchants
interactions in inventory could be done exactly as with bundles

I wish we would have quivers in the game, it would be easier to carry many arrows at once when we go for adventures

the quiver should only work if you wear it in your chestplate slot.

Your system seems a little clunky but it is a good idea. I would suggest some changes:

Make it like the bundle, not a chest. This would be more convenient and better looking, also you don't need 30 slots for arrows. Just 5 or 6 would probably be enough. By the way I don't mean make it like the bundle as in "it can only hold sixty four items", rather I'm referring to the way the bundles inventory opens up and looks.

Practically, the quiver should be used to easily and efficiently swap arrows while on the fly, so I would suggest that if you put the quiver anywhere in your inventory, and you pull out a bow and pull the string back, than your hotbar swaps to the quiver bar temporarily while you aim, now you can choose your arrows with ease and it takes up no space in your hotbar.
