Revert Copper Bulb Nerf (Tick delay)

The recent snapshot changed the copper bulb's tick delay from 1 tick to even numbers, killing our ability to offset redstone signals by one tick. This hurts the creativity of redstone builds. Vote for a quick revert to keep our contraptions ticking uniquely!

    As many others on the internet have already suggested:
    A small change to get the best of BOTH worlds:

    Change delay of copper bulb depending on oxidation state (normal = 0 ticks, exposed = 1 tick, weathered = 3 ticks, oxidised = 4 ticks)

    And for those that say "it only matters to a small % of the playerbase" - this suggestion would leave the bulb unchanged for those for whom it is not a concern, but be a huge QoL change for those who would like to see this implementation.
