I think that Sleep Potions should either reset the Insomnia Timer or allow the player to sleep anywhere as long as they have the potion effect. The former may fit better into Minecraft

This could just be crying obsidian that is used on your pet instead of dye. Alternatively, Respawn Anchors could be usable by pets

As a (small) balance I would make it so this collar can not be colored. Also, when filled the color should have a gold medal hanging from it, and when unfilled it should just be a collar.
