3. Add all the mob heads and a different way to obtain them in survival.

Personally I'd find it better to drop them if killed directly by the player. Mob dies from lava?No head. Mob is killed by a player? Has a chance of head

It makes no sense. Ghasts just don't have the same blast power as creepers
