3. If you have water breathing of any type enabled on you, the oxygen bar should not appear

This makes sense, why this isn't happening, I have no clue, Mojang please add to game.

Since the weapon can be thrown it should do more damage then using it for melee. Maybe a 0.7 difference?

There does need to be away to save the enchantments on the weapons so then the player can't waste them.
