Radius is honestly something that the client should have full control over: attenuation distance is already a thing in sounds.json, which determines how far the sound can be heard... if total volum...

The whole idea of the gamerule is to remove the info that players might use to gain advantage over other players. The block coordinates being removed is the exact goal of the option/game rule.

This is asking for more than just the command: it's asking for the addition of the entire advancement system, which is pretty different from achievements.
