Track Goat Horn uses in Statistics

Despite there being a scoreboard option to track when a goat horn is used, it doesn't actually work. Either having this work or having it tracked in statistics would open the door for more creativity in command chains. For an example, it would be great for making spells since it has its own built in cooldown for using.
