Nether Ceiling

The bedrock ceiling above the Nether should be removed and the Nether biomes should generate on the surface of the Nether. This would allow weather on the surface of the Nether in the form of lava rain and falling ash. Lava rain could damage entities that don't have fire resistance and fill cauldrons with lava. This would limit only fire resistant mobs to spawning on the surface of the Nether. Falling ash could pile in Basalt Deltas and provide a new block. Ash could be crafted into Tuff. Basalt Deltas on the surface of the Nether could also generate as more mountainous terrain, creating volcanic mountains. Soul Sand Valleys on the surface could generate as deserts. Lava oceans and rivers could also generate. This rework of the Nether ceiling would allow unique weather for the Nether and also provide new building opportunities. It would also provide unique terrain generation.

I believe the bedrock ceiling acts as a separator and relation between the nether and overworld, and above that ceiling is an inexplicable void. I don't see the point in removing it.
