Resource packs allow for a lot of creative freedom, but sometimes map makers and pack artists have a unique vision for a pack but can't accomplish their goals without questionable work-arounds or mods.
For example: a sheep and a torch can't adjust for transparency.
Allowing for more options to customize blocks, that already exist on other blocks, could allow for new creative heights for Minecraft. It may just be a visual thing, but that can have practical applications in gameplay and map-making experiences.
Imagine: transparent gem textures (like diamond, emerald, and amethyst), cakes with candles and tiny flame particle effects on top, making a pet wolf have stink lines, a dandelion effect off grass and flowers, a bubbling cauldron <3
or for map makers: particle effects that emit from unique block locations to make objectives known and endless possibilities for hiding function in a story (making a furnace into a lantern with a glass hood and feeding it 'oil and wicks' and removing 'ash'), but truly the possibilities are endless!
These options are currently limited to only some blocks and creatures, but they are so good and a huge part of the creative aspect of Minecraft! We should be allowed to get a bit wacky with textures and open up the cosmetic part of the game to all blocks in all ways. It's also great that the current textures remain as they are, it's just more ways to play within the game!
I speak from playing Java but I suspect other platforms would like this.
