Players will begin to slowly freeze similar to the power snow effect while simply standing outside while it is snowing. Players or mobs that wear leather armor will have resistance to the effect just like they would in powder snow.
Naturally "cold mobs" such as polar bears will be immune to the effect same as normal powder snow, while other mobs such as pigs will freeze.
Mobs (talking about your farm animals here) can be saved from freezing effect of the snow by simply putting a roof over their heads.
Strays normally spawn in cold biomes anyways but I suppose if a skeleton is caught in snow it will convert to a stray for consistency.
The effect will take much longer to start hurting the player/mob then it would with powder snow. Lets say for example a player/mob will have to be exposed to the snow for an entire minute until they start to take the freezing damage. Once they start taking the freezing damage they will be hurt less frequently then while in powder snow.
To stop taking freezing damage you can simply put on leather armor, run into a cave or under a tree where the snow will not be in contact with you, or exit the cold biome.
This feature would help snowy biomes or mountains be more unique as this would change gameplay for players settling or just passing in a snowy biome. Leather would be a more desirable resource as it would allow you to resist the snow effects, Also this helps shift the equipment meta by making players question what to switch for a leather piece.
