I have two different ideas for the block that in my opinion make sense. Please take your time to read it!
Explanation to idea -
Now, mud is considered damp isn’t it? And usually when you walk over mud its slower than walking over dry objects. The mud block with a slowness effect has been mentioned many times on this page but how about in more detail?
Dampness effect -
The mud block could have different states of dampness, if that is too far fetched however you could make it waterlogged, once waterlogged in may slow you slightly, not how to the point that soul sand may. If you wanted it may also drop you down further than normal mud block. You could maybe think of it as sponge and wet sponge!
Generation -
Generation for the waterlogged mud block I would say the generation for this block could range from the randomness of powdered snow (obviously in the mangrove biome) or something that would make more sense around water holes, rivers and possibly the sea. Small Idea : If you think about it maybe around mangrove trees too!
Sound -
This may be again far fetched and take a long time but imagine if the waterlogged version had a squelching sound and you tried getting through the mangrove forest, neat addon to the mud right?
Small Ideas -
For the waterlogged variant you could place a cauldron underneath the mud and the cauldron would slowly fill up.
Finally the waterlogged block could become normal mud and dry if not next to any water.
