A Change to Lily Pads that Will Make the Swamp Less Annoying

The Wild Update wants to make the new mangrove biome and existing swamp biome tolerable. I think an easy fix would be to make it so that you need silk touch or shears to collect lily pads as an item. This will get rid of inventory clogging while riding a boat. Imagine if you had to pick up every blade of grass and flower while you were walking through a plains biome. That would be ridiculous, and so is swimming through a swamp at the moment.

    Maybe destroying the lily pad by hand (ie. intentionally) will drop the lily pad, but simply riding in a boat will not.
