Make a new dimension called the grin

New dimension called the grin. All the blocks in the dimension will be blue and a new mob called the zither skeleton that is blue also. And animated. The structure that spawns is a house with a blue stone stairs.

    What purpose does it serve? How do you get there? What is the lore? Is the Overworld, Nether and End combined not good enough? Why blue? I don't think this is the best idea and is underthought.
