I don't know what minecraft datapacks were originally designed to do, but players have done some truly amazing things with them. You can plop a .zip file into your world and have whole new items, creatures, structures or biomes added to your world. Of course, you can do this through mods too, but the beauty of datapacks is in their drag and drop nature. But now we ask ourselves, how powerful are datapacks? How much can we do with them? The answer is quite a lot, but their potential could be much greater.
Let's look at an example: You want to create a boomerang. At first, things go well, you would decide what NBT tags to use and choose an item to base your boomerang off of (probably a carront on a stick, to detect Right-Click actions). But then you will run into a lot of problems trying to get it to curve and come back, as well as trying to get it to deal knockback and damage.
This is because you are limited by Minecraft's commands, and they simply aren't equipped for this task, you have to use strange workarounds for tasks that seem simple, like dealing a specific damage value on a hit.
The point is, the community has been working with what they've been given, and they have done really well, but as it is, it's difficult to do anything like add boomerangs. I think that with the right changes, just about anyone could make a boomerang, and that would be a happy day.
