Overworld=Earth, End=Space (ish), Nether=Hell. The Highlands=Heaven.
Access to this dimension will be granted through the portal structure in Deep Dark Cities. I think it could be eerie yet familiar to other dimensions. It will be relatively open and grand, with lots of varying terrain similar to the overworld.
My idea for the new dimension is a heaven, paradise type dimension. It will be bright, with no fire/lava. There will be lots of new plants, some that are dangerous. This is a place for rest and exploration.
Changes it adds to the game would be new plants and blocks, new ores, and new material; ether. Its name is a callback to the original floating island dimension and also the idea of air. It blows around like wind and can push the player. It can also be found, frozen in deposits that form a new ore called ethium. This ore is used for the elytra. The elytra, of course, remains uncraftable but it is upgradable. With this ore, eltras now have the ability to hover in place for a certain amount of time, controlling the ether.
Generation of this dimension will be full of hanging plants and vines, like mushrooms and trees. There are floating islands beneath the roof, full of new shapes and blocks. There is lots ambient light buy no sun. The build limit goes from bedrock at the top (y-level 0) all the way down to 319 blocks below. When you fall into the void you are teleported back to the overworld. The opposite is not true, you cannot rise from the overworld to the Highlands.
