The Sculk Inhibitor will be a block that blocks ALL mob spawning in a certain chunk radius (I'm thinking 2-4) and can be powered off by supplying it with a redstone power source. It shouldn't generate naturally in block form (so as to not disrupt natural mob-spawning without player permission), but should be easily obtainable from the loot chests in the Ancient Cities, giving a very desirable and useful block for the average player to want. Technical Minecrafters can use it as a substitute for multiple-hundred entity mob switches, at least early on, and can even use them to only specifically allow mobs in certain areas. Builders can use them to allow them to build in complete or near-complete darkness, without having to worry about mob spawning or griefing- and allowing them to use the recently added sculk, deepslate, and blackstone blocks; blocks known for their dark palette, more effectively. Players can use them around their base and enjoy a little more peace of mind as a reward for going down into an ancient city or two. Most importantly, it fits the theme of the Deep Dark perfectly. Ancient Cities inhibit mob-spawning, so having an item that carries the same ability makes sense. The presence of the Warden also creates an opening to have a block that wards off all mobs, and since you'll probably have to sneak past a warden or two to get it, it makes a nice reward for your troubles. It shouldn't block alt-mob spawns, like spawners, breeding, catalysts, or shulker splits
