Clocks right now are essentially useless, so I thought about what possible uses the clock could get that would warrant its place in the game. Clocks could be used as a way to speed up baby mob's age by 10% per use, like how mobs are currently sped up using seeds, wheat, carrots, etc. Instead, the speed would cost the clock one durability, with a total of 60 uses total, or ~6 animals to full adulthood from newborn. It also will be able to grow mobs that do not have a breeding item, like polar bears and villagers. This addition would give the clock the niche of helping accelerate breeding and growth of items.
It also would have the ability to accelerate crop growth and saplings, similar to bone meal, though slightly less effective since it takes one durability each time and goes up one level, instead of the multiple that the bonemeal does. It's advantage, however, is you won't accidentally make a bunch of tallgrass if you misclick. It can also accelerate copper blocks, but due to how long copper takes, it would take almost an entire clock (~60 uses) to age one copper block from new to fully oxidized (15 per level). It can also be enchanted with Unbreaking III.
