mining wool stairs and slabs with shears

in the newest bedrock edition experimental preview settings v26.45, the wool stairs and wool slabs take a longer time to mine with shears the full wool blocks, they should be updated to mine it more quickly with shears.

it's slow to mine wool stairs.
