There’s a 2% chance of getting a Curse from the Enchanting Table, but why not turn it into a trade-off instead? For example, if you get Curse of Binding, you could also receive Armor Toughness (+0.25 per piece) as a bonus. This would make Curses feel less like a purely negative outcome and give players a reason to take the risk.
For the Enchanting Table, I’d like some Enchantments to have their maximum levels reduced—for example, Protection from Level 4 to Level 3, Looting from Level 3 to Level 2, and possibly other Enchantments as well. This would make the Anvil more useful and encourage players to use it more often.
For Enchanted Books, I’d like us to have more control over which Enchantment we get, because we don’t expect much from our Tools, but we put more effort into crafting books. For example, if you combine a book with a Block of Iron in a Smithing Table and then put it into an Enchanting Table, you would only get Sharpness as the available Enchantment, while the level would still be randomized as usual. If you don’t like the Enchantment you get, you can simply use a Grindstone.
However, if you use a normal book that hasn’t been combined with anything in a Smithing Table, the Enchantment—including Curses—would still be completely random as usual.
