Everyone wants Bedrock off-hand parity, but no one wants to come up with a practical UX that's touch-screen friendly, all while being mindful from button clutter! So let me give this a shot.
Hotbar:
Add new slot for Off-Hand at the most left of hotbar. When empty, it has "+" button. When occupied, involved item will show up there.
Tap "+" while holding an item on your main hand to switch the item to your off hand -- basically Bedrock's equivalent of F keybind. Tap hold (and drag) on the occupied Off-Hand slot to switch off-hand item with main hand item.
"Aim Crosshair" control:
Action is determined by input from which side of the screen is interacted; essentially dividing the screen into two huge button that lies horizontally. (Adjustable.) Tap left side of the screen for offhand action, right screen for main hand action.
[Example: Player has a torch on off-hand and pickaxe on main hand. Tapping left side of the screen lets you put down the torch onto aimed block, tapping right side of the screen utilizes the pickaxe to mine said block]
"Tap to Interact" control:
Drag and hold! Drag your finger from any 4 corners of the screen to the desired area, then, hold still for about 0.6 second until a quick loading visual that goes clockwise finishes. Voila! You utilize off-hand for items or blocks!
[Note: Since "tap to interact" already encouraged players to hover their hands over the device instead of gripped it tight like a controller, I believe this wouldn't disrupt the gameplay flow!]
