Conduits and Cloud [Layers]

Similar to how Happy Ghasts can be healed when they are in the cloud layer, conduits should also affect any players that are in the clouds

    If fog/mists are ever added on the ground, they should do the same.

    Conduits could also be made to affect Happy Ghasts, making them faster when in the cloud layer
