In the current PvP scene, keyboard/mouse players are too dominant, directly due to spam-clicking. It is unhealthy and often pay-to-win, because if you don't spend 500-800$ on a "budget" gaming PC and another 70$ on a drag-clicking mouse, then you are almost guaranteed to lose a fight unless the skill gap is extreme.
Players on keyboard/mouse have extremely fast and precise aim and better CPS. Mobile and controller players, on the other hand...get 360 degree analog movement, and that's it, which keyboard/mouse players completely invalidate.
Spam-clicking also enables hackers to the extent where they are essentially unbeatable. Anyone who installs a hack client is unstoppable, no matter your skill level, and clients are constantly updating to be ahead of anti-cheats. You can't "git gud" against someone who has 5-block reach and can hit you without looking at you.
The argument against the idea that we need attack cooldowns is that mobile players would suffer. However, making the cooldowns only trigger on a hit fixes this problem almost entirely, especially if the cooldown doesn't trigger from switching items in your hotbar. They could also be made to make you unable to deal damage at all until the cooldown is up. Even before these fixes, the impact of spam-clicking makes mobile's only advantage, which controller players also have, moot, because an analog stick doesn't help at all when the opponent has perfect aim and tracking or spam-click killaura.
