Why can't mojang just make attribute swapping a legit game feature

Every player has the potentional to learn how to do attribute swapping consistently and its not even that hard to learn. Some types of attribute swapping are op but some should be kept in the game like: Spear swapping, Breach swapping etc

    An idea to properly implement attribute swapping could be a new treasure enchantment that works on any weapon or tool.
