Idea to fix chunk/ area bans

Chunk bans have always been a problem. I mean when you can a player, that did nothing, kind of unfair. My idea: Chunk/ area bans are working using books in Shulkers. So instead of storing everything at ones, you would just create a file with the data/ content of the book and ONLY use that file when the item is used and not when it is just in the inventory. I would to this items/block that store lots of data, like shulkers, books, chests, barrels and so on

    Are you sure chunk bans are really a problem? I have never seen any player actually use it, exept in a few youtube videos. It's really not worth it making in survival mode, so I don't think this is needed.
